SAN FRANCISCO— People in more than 20 U.S. cities took to the streets Thursday night to protest in response to reports that the Federal Communications Commission is leaning toward a hybrid plan to address net neutrality that would leave Internet Service Providers free to make deals with content companies subject to FCC regulation
